The 22nd Ministerial Conference of the Central Asia Regional Economic Cooperation (CAREC) Program was held in Tbilisi, Georgia, on Nov 30, 2023. Themed on "Reinvigorating Regional Cooperation in Times of Changes", the conference focused on such topics as the CAREC's work progress over the past year and its response to climate change. Liao Min, Vice Minister of Finance of China, attended and addressed the conference. 

Liao highlighted the importance of strengthening pragmatic cooperation among CAREC countries and development partners on various fronts to promote stable economic growth. Liao also stressed that efforts should be made to promote green development and jointly respond to climate change. In addition, the need to enhance strategic integration to form a synergy for regional development was emphasized. 

On the sidelines of the conference, Liao also met respectively with Masatsugu Asakawa, President of the Asian Development Bank (ADB), Kabir Jurazoda, Director of the CAREC Institute, and Kazim Niaz, Secretary for the Pakistani Ministry of Economic Affairs, and held an exchange of views on various issues, including cooperation between China and the ADB, development strategies of the CAREC Institute, and China-Pakistan economic and trade cooperation.
