

On 10 September 2026, the Second BRICS Finance Ministers and Central Bank Governors Meeting of 2026 was held in Mumbai, India. Participants exchanged views on the global economic outlook, the opportunities and challenges facing BRICS economies, and practical BRICS cooperation in economic and financial areas. The meeting also reviewed and adopted the Joint Statement of the BRICS Finance Ministers and Central Bank Governors. On the same day, the New Development Bank convened a Special Meeting of its Board of Governors, which reviewed and approved the Bank’s third General Strategy for 2027-2031. Chang Junhong, Assistant Minister of Finance, attended and spoke at the above meetings.
Chang noted that, in the face of heightened global uncertainty, BRICS countries should remain committed to the original aspiration of strengthening themselves through unity; enhance solidarity and coordination; firmly uphold multilateralism as well as international fairness and justice; jointly safeguard free trade; and work together to build an open world economy, so as to make the voice of BRICS resonate more strongly across the world. Chang called on all parties to deepen practical cooperation in such areas as macroeconomic policy coordination, development finance mobilization, infrastructure investment, and cooperation through BRICS Finance Think Tank Network, thereby injecting new impetus into the global economy. She also urged efforts to advance reform of the international economic governance and effectively enhance the representation and voice of emerging market and developing economies.
Chang emphasized that China stands ready to work with all parties to support the New Development Bank in growing stronger, as it embarks on its second golden decade of high-quality development.
Chang also introduced the Chinese economy’s positive momentum of pursuing new growth drivers, upgrading its economic structure, and sustaining sound development. She emphasized that China will share development opportunities with countries of the Global South and make positive contributions to global economic growth.
During the meetings, Chang held bilateral exchanges with representatives of participating countries and senior officials of international organizations, including the New Development Bank. They exchanged views on strengthening multilateral and bilateral cooperation in finance and related fields.
