

The Meeting of Finance Ministers and Governors of Central (National) Banks of Shanghai Cooperation Organization (SCO) Member States was held in Bishkek, capital city of the Republic of Kyrgyzstan, on May 29, 2026. The meeting focused on topics including the macroeconomic situation and policies, as well as strengthening regional fiscal and financial cooperation, and achieved consensuses on multiple issues. China’s Minister of Finance Lan Fo'an attended the meeting and delivered a speech. During the meeting, Kyrgyzstan, the SCO Presidency, acting as the representative of China and Kyrgyzstan, Co-Chairs of the Consultation Meeting on the Establishment of the SCO Development Bank, reported on the latest progress in multilateral consultations on the establishment of the SCO Development Bank.
Lan Fo’an pointed out that this year marks the 25th anniversary of the establishment of the SCO. Over the past 25 years, adhering to the "Shanghai Spirit", the SCO has played an important role in maintaining regional security and stability and promoting regional economic cooperation. The current international environment is complex and grim, making the recovery of the world economy more difficult, the minister said. SCO member states should uphold the Shanghai Spirit, put the consensuses of the Tianjin Declaration into practice, implement the Global Governance Initiative, deepen policy communication and pragmatic cooperation in the fiscal and financial fields, and jointly promote regional prosperity and stability.
Lan highlighted the establishment of the SCO Development Bank as a key decision made at the SCO Tianjin Summit in 2025. Following the summit, all parties, adhering to the principles of openness and inclusiveness, launched institutionalized multilateral consultation arrangements for the SCO Development Bank. China is ready to work with all parties to accelerate the preparation process for the bank in accordance with international, standardized and high-standard principles, so as to contribute pragmatic outcomes to this year's SCO Summit.
Lan noted that China has always been an active promoter of and a reliable force for world economic prosperity and stability. Since the start of this year, China's economy has maintained a stable and positive trend, demonstrating strong resilience and vitality. China will continue to advance high-quality development, expand high-level opening-up and share development opportunities and dividends with SCO members and countries across the world.
On the sidelines of the meeting, Lan Fo'an held a bilateral meeting with Minister of Finance of Kyrgyzstan Suynaliev and exchanged views with representatives from Kazakhstan, Tajikistan, Uzbekistan and SCO Secretariat on bilateral and multilateral fiscal and financial issues of common concern.
