Overview of China's Cumulative Utilization of Loans from International Financial Organizations and Foreign Governments by End of 2022

As of December 31, 2022, the total accumulated loan commitments for China from international financial organizations (including the World Bank, the Asian Development Bank, the International Fund for Agricultural Development, the European Investment Bank, the New Development Bank, the Asian Infrastructure Investment Bank, the OPEC Fund for International Development, and the Nordic Investment Bank) and foreign governments amounted to approximately $180.333 billion, with cumulative withdrawals reaching approximately $147.807 billion. The cumulative principal repayment on the loans was approximately $94.231 billion, and the loans outstanding was $53.572 billion.

These loans have been utilized to support 3,865 projects in China, covering a wide range of fields, including epidemic prevention and control, air pollution prevention and control, energy conservation and environmental protection, climate change response, green development, rural revitalization, transportation, urban construction, education, health care, post-disaster reconstruction, and smart agriculture.

Notes:

The above data is converted based on the exchange rate announced by the State Administration of Foreign Exchange on Dec 30, 2022. Due to some loans being denominated in euros, they have been affected by exchange rate fluctuations, with the euro-to-dollar exchange rate decreasing compared to the same period of the previous year. As a result, the cumulative commitment amount, cumulative withdrawal amount and cumulative principal repayment amount in 2022 had a slight year-on-year decrease.When excluding the impact of exchange rate fluctuations, the afore-mentioned cumulative figures, including the cumulative amount signed, all show a slight increase.
