In accordance with the Announcement of the Customs Tariff Commission of the State Council on the Trial Implementation of the Exclusion of US Products Subject to Additional Tariffs (Announcement No. 2 [2019], Customs Tariff Commission of the State Council), and upon approval of the State Council, the Customs Tariff Commission of the State Council has announced the first exclusion list regarding the  second batch of US products subject to additional tariffs, effective on February 28, 2020. 

From February 28, 2020 to February 27, 2021, products on List 1 will not be subject to the additional tariffs imposed as countermeasures against the US Section 301 measures. Additional tariffs that have already been paid shall be refunded, and relevant importers shall apply for tariff refund according to relevant requirements, within six months from the date of the announcement. 

From February 28, 2020 to February 27, 2021, products on List 2 will not be subject to the additional tariffs imposed as countermeasures against the US Section 301 measures. Additional tariffs that have already been paid shall not be refunded. 

The Customs Tariff Commission of the State Council will continue to work on the exclusion of US products subject to additional tariffs and will continue to announce new exclusion lists in due course
