Chang Junhong attends the 11th Annual Meeting of NDB Board of Governors

The 11th Annual Meeting of the New Development Bank (NDB) Board of Governors was held in Moscow, Russia, on May 14-15, 2026, with the theme of “Development Financing in an Era of Technological Revolution”.  

Attending were members of Board of Governors and representatives of NDB member countries, as well as its President Dilma Rousseff.  Chang Junhong, Assistant Minister of Finance of China, attended the meeting and delivered a speech. 

Chang noted that global economic recovery remains sluggish, the international situation is complex and volatile, and the world has entered a new period of turbulence and transformation marked by rising uncertainties and instability. 

She pointed out that the NDB should uphold the BRICS spirit of openness, inclusiveness and win-win cooperation, set strategic direction, expand partnerships, participate actively in global governance, and strive to become a solid and reliable development partner for BRICS countries and the Global South on their path toward modernization. 

Chang stressed that as the host country of the NDB headquarters and a major shareholder, and in line with President Xi Jinping’s directive to effectively build, maintain and develop the NDB, China will continue, as always, to provide strong support and high-quality services for the Bank’s future development.  

China will work with all parties to support the NDB in maintaining sound operations, achieving steady and sustained development and embarking on its second “golden decade” of high-quality development, she noted. 

During the Annual Meeting, Chang also held bilateral meetings or exchanges with Dilma Rousseff, President of NDB; Ivan Chebeskov, Deputy Finance Minister of Russia; Duncan Pieterse, Director-General of the National Treasury of South Africa, among others.
