From May 3 to 6, 2026, the 59th Annual Meeting of the Board of Governors of the Asian Development Bank (ADB) was held in Samarkand, Uzbekistan. Under the theme "Crossroads of Progress: Advancing the Region’s Connected Future", the Annual Meeting discussed issues including global value chain shifting, technological change, and inclusive growth. Chang Junhong, Assistant Minister of Finance of China, attended the meeting and delivered remarks.

Chang Junhong stated that the current international situation is marked by intertwined turmoil and transformation, and the world economy is facing continuous shocks from geopolitical instability and protectionism. The economies in the Asia-Pacific region should strengthen mutually beneficial cooperation, seize new opportunities, respond to new challenges, and work together to build a community with a shared future for mankind. She calls on the ADB to continue promoting cross-border connectivity, steadily implement business model reforms, deepen cooperation with Upper Middle-Income Countries (UMICs), and support developing members in better adapting to and integrating into global value chains, so as to promote steady growth and sustainable development in the Asia-Pacific region.

Chang Junhong highlighted that China's contribution to global economic growth has remained stable at around 30 percent. In the first quarter of this year, China's GDP grew by 5 percent year-on-year, achieving a good start. She added that China will further expand high-standard opening-up and work together with the world and the Asia-Pacific region to create a prosperous and stable future.

During the Annual Meeting, Chang Junhong held bilateral meetings with Masato Kanda, the President of the ADB; Seema Malhotra, Parliamentary Under-Secretary of State (Indo-Pacific) of the UK; Ole Thonke, Under-Secretary for Development Policy, Ministry of Foreign Affairs of Denmark; and Christopher Hui, Secretary for Financial Services and the Treasury of the Hong Kong Special Administrative Region of China.
