Liao Min attends the 27th GMS Economic Cooperation Ministerial Conference

On November 28, 2025, the 27th Greater Mekong Subregion (GMS) Ministerial Conference was held in Bangkok, the capital of Thailand. The conference, themed “Fostering Inclusive Growth, Balanced Development, and Prosperity through Integrating Local Government and Private Sector in the GMS”, focused on mobilizing the participation of the private sector and local governments and deepening cooperation across various fields, and issued a joint statement. 

Liao Min, China’s Vice Minister of Finance, led the Chinese delegation to the conference.

Liao noted that over the past year, all parties have actively implemented the outcomes of the 8th GMS Summit held in 2024, achieving positive progress in promoting connectivity and supporting innovation-driven development. Looking ahead, Liao added, all parties should strengthen policy coordination, uphold the multilateral trading system, and promote the stability and smooth functioning of regional industrial and supply chains. They should also advance regional infrastructure connectivity to continuously enhance regional competitiveness and development momentum, and reinforce partnerships by deepening cooperation with multilateral development institutions and the private sector, encouraging the participation of local governments, and strengthening synergies with global and regional initiatives such as the Belt and Road Initiative, the Global Development Initiative, and the Global Governance Initiative, he noted.

He stated that China’s macroeconomy remains generally stable and continues to improve. The Fourth Plenary Session of the 20th CPC Central Committee adopted the recommendations for formulating the 15th Five-Year Plan, sending a strong signal of China’s commitment to expanding domestic demand and advancing higher-level opening-up for mutually beneficial cooperation. China stands ready to enhance cooperation with GMS members across various fields and jointly promote development and prosperity in the region, Liao said.

On the sidelines of the conference, Liao also held a bilateral meeting with Scott Morris, Vice President of the Asian Development Bank.
