To implement the important consensus reached between Chinese President Xi Jinping and Russian President Vladimir Putin and to further consolidate and deepen the China-Russia comprehensive strategic partnership of coordination for a new era, Chinese Minister of Finance Lan Fo’an and Russian Minister of Finance Anton Siluanov co-chaired the 11th China-Russia Financial Dialogue in Beijing on Nov 4, 2025.

They held in-depth discussions on issues including the macro-economic situation and policies, local fiscal management practices, think tank exchanges and cooperation between China and Russia within the frameworks of the G20, BRICS financial track as well as multilateral financial institutions, reaching broad consensus on multiple issues.

Officials from the financial departments of both countries attended the dialogue.

Prior to the dialogue, Lan and Siluanov held a bilateral meeting to exchange views on issues of mutual concern.
